A plan to capture “mid-class, high-quality” restaurants at an east Mesa commercial project could return more than $6 million to the developer’s pockets. The City Council is considering a tax incentive agreement with the developer of the 40-acre portion of the project along Signal Butte Road and Southern Avenue.
